How do I get a Municipal Lien Letter?
There are a few required steps in selling your home that is located within the Borough. Some of the steps are typically performed by the seller while others are typically done by a third party such as a title company. All the steps are required before a municipal lien letter can be released by the Borough’s administrative office.
- Verify that the property is located within the Borough of Verona (and not just the ZIP code of Verona) The Borough of Verona covers approximately 0.5 square miles, but the ZIP code of Verona is large and covers areas of Penn Hills, Plum, and Verona itself. Please verify that the property for which you are requesting a lien letter is actually located in the Borough. Please do not rely on the property having a 15147 ZIP code.
- Complete a Request for Municipal Lien Letter application. Complete the application for the Municipal Lien letter and return it to the Borough building, located at 736 East Railroad Avenue, Verona, PA 15147. A check made payable to Borough of Verona in the amount of $35 should accompany the application. Please fill out the form in its entirety. Please note that a separate application and check is needed for each unit being sold. For example, a triplex would have three applications and three checks. The Borough will not follow up with applicants that do not include sufficient funds, improperly write the check and/or do not complete the form in its entirety.
- Contact a licensed plumber to perform the dye test and complete the certification. The Borough does not maintain a list of preferred plumbers for performing the required sewer dye test. Any plumber who is licensed to operate in Allegheny County may perform the test. The plumber should complete the paperwork to certify that the property has passed the dye test. The completed form must be submitted to the Borough at 736 East Railroad Avenue, Verona, PA 15147.
- Complete an Application for Compliance Certificate. An inspection will need to be completed for each unit being sold. Complete the Application for Compliance Certificate to the Borough at 736 East Railroad Avenue, Verona, PA 15147. Include a check in the amount of $75 payable to BIU. Once the application and fee are received, the inspector will reach out to schedule the inspection. The inspector will not conduct inspections without the owner or an appointed person present. For reference, the following handout includes a list of common deficiencies.
- If applicable, submit the notarized Letter of Intent to Remedy. Sometimes a property will fail the inspection but the buyer is not intending to occupy the property immediately. In these instances, the Borough may accept a notarized Letter of Intent to Remedy. The inspector will discuss this potential option should the inspection fail.
How do I rent property in Verona?
1. Verify that the property is located within the Borough of Verona (and not just the ZIP code of Verona) The Borough of Verona covers approximately 0.5 square miles, but the ZIP code of Verona is large and covers areas of Penn Hills, Plum, and Verona itself. Please verify that the property for which you are attempting to rent is actually located in the Borough. Please do not rely on the property having a 15147 ZIP code.
2. Complete the Borough of Verona Regulated (Yearly) Rental Unit License Application and pay accompanying fees to the Borough of Verona. According to the existing Borough of Verona code of ordinances 04-11, all rental properties are required to obtain a yearly “regulated rental unit license”. The fee for this yearly license is $35 per unit.
3. Read Application in full and pay close attention to requirements. Further stipulations are outlined on the Regulated Rental Unit License Application.
How do I get an inspection for a change of tenant on my rental property?
Everytime there is a change of tenant on your rental property, the property must be re-inspected.
1. Fill out the Rental Inspection Application on the Forms and Permits page on the Borough of Verona website. Additionally, pay the accompanying inspection fee.
2. Once turned in, wait to be contacted via phone by the Code Enforcement Officer to schedule an inspection.
3. Meet the Inspector at the scheduled appointment to grant said officer access to the rental property.
How do I get a dumpster permit?
1. Please verify that the property for which you are attempting to rent is actually located in the Borough. Please do not rely on the property having a 15147 ZIP code.
2. Complete the Dumpster Permit Application found on the Forms and Permit page of the Borough website. The application must be completed at least two weeks prior to the placement of the dumpster.
3. Read Application in full and pay close attention to the Dumpster Usage Policies and Conditions found on the second page.
How do I rent a park?
1. Identify which park you would like to rent, and fill out the appropriate application.
2. Pay the required refundable deposit of $50 for all park rentals. Checks can be made payable to Verona Borough. This deposit will be refunded under the condition that all rules and regulations were adhered to, and park and facilities were left in the condition they were found in.
3. Pay the $50 per event per date if applicable. The fee is waived for the following parties: Verona Borough residents, Verona Chamber of Commerce, non-profit organizations based in Verona Borough or Oakmont Borough.
4. Please note that your completion of the Park Rental Application doesn’t guarantee your usage of the park for that day. Applications are reviewed on a first come first serve basis, therefore there may be pre-existing events on the requested day/time/park.
